Cycling Proposals in the Big Plan
Policies
Take the actions needed to make Leighton Buzzard and Linslade a cycle-friendly town, where
- a higher proportion of journeys are made by bicycle, particularly journeys to work and school
- cyclists enjoy safe, direct and attractive conditions
- the positive role of cycling is promoted as a healthy activity as well as a practicable alternative to the private car
Proposals
Cycle Network
- secure the completion of Sustrans National Cycle Route 6 through the town
- create designated routes to neighbouring villages using quiet roads, cycle paths and provision for cyclists on busier roads
- create fast, direct and continuous cycle routes to the railway station and the town centre from all parts of the town
- create new cycle and pedestrian routes across the River Ouzel, canal and the Clipstone Brook, providing short cuts and bypasses to avoid busy main roads and junctions
- complete the development of the ‘Safer Routes to School’ cycling network
- convert selected pedestrian only paths on housing developments to shared use, providing short cuts and strategic links within the network
Road Improvements
- secure improvements to junctions and roundabouts to give cyclists priority
- secure improvements and regular maintenance of road and cycle path surfaces
- secure advanced stop lines at all appropriate traffic lights
Speed Limits
- secure new traffic calming measures alongside the phased implementation of a 20 mph speed limit
- secure a reduction in speed limits on single carriageway country roads in the vicinity of the town and between town and neighbouring villages
- secure the designation of single track lanes in the vicinity of the town and between town and neighbouring villages as ‘quiet lanes’ with a maximum 20mph speed limit
Encourage cycling as a leisure activity
- create routes to encourage leisure cycling, such as routes to pubs, parks and countryside sites
- establish a number of ‘technical’ sites for mountain biking/BMX around the edge of town
- create off-road (unsurfaced) mountain biking trail routes, linking ‘technical’ sites where possible
‘Soft measures’
- support the Cycle Forum and cycling strategy
- promote through the Cycle Forum a programme of consultation with local cyclists and non-cyclists
- secure cycle training for all, giving priority to school children
- promote travel plans for schools, businesses and individuals
- improve signage of the cycle network and routes suitable/recommended for cyclists
- produce a map of local cycle routes
- install information boards at key locations such as the railway station, canal towpath and town centre
- increase understanding of the needs of cyclists among local authority staff and councillors
- increase monitoring of cycling and vehicle traffic level
Integration With Other Modes of Transport
- secure better facilities for cyclists at the railway station, including greater parking provisions and platform lifts
- promote provision of bike racks on buses
- set up a ‘park and cycle’ bike hire scheme on the edge of town
Cycle Parking Facilities
- install additional cycle parking at key local community facilities
- provide secure and sheltered cycle parking in residential areas
